Fundamental Differences Between KPD (Concessions) and Social Assistance (Bansos)

The Director of Social Rehabilitation for Persons with Disabilities (RSPD) at Kemensos, Mr. Roni, affirmed that KPD and social assistance are two distinct entities with different criteria, requirements, and legal objectives.

• Disability Card (KPD): The KPD is issued purely as a human rights instrument to achieve equal access for persons with disabilities. Its primary function is as an official identity card for holders to claim Concessions (price reductions/discounts) of at least 20% in nine strategic public service sectors.
• Social Assistance (Bansos): Social assistance is a social security and protection program designed to alleviate the economic burden of poor and vulnerable families, helping them avoid the risk of extreme poverty. The provision of social assistance is based on the level of economic welfare, not an individual's disability status.

Decile Rules: Who is Entitled to a KPD?

The Ministry of Social Affairs ensures that KPD ownership and the right to enjoy a minimum 20% concession are not limited by economic status or family decile ranking.

In the national data collection system, community welfare rankings are grouped into economic "deciles," ranging from Decile 1 (families with the lowest economic capacity) to Decile 10 (the most economically capable families). According to Kemensos' official explanation, the rules for utilizing the KPD apply uniformly:

• The entire 100% population of persons with disabilities, from Decile 1 to Decile 10, is entitled to be registered in the National Data of Persons with Disabilities (DNPD) and possess a Virtual KPD.
• Persons with disabilities from affluent families (e.g., in Decile 7 or Decile 10) are still entitled to hold a KPD and claim discounts on airline tickets, toll fees, internet tariffs, business premises rentals, and even discounts on assistive devices and screen reader software.
• The criteria for KPD ownership are solely based on the type and degree of physical, intellectual, mental, or sensory disability experienced by an individual for at least 6 months, not on poverty.

Do KPD Holders Automatically Receive Social Assistance?

The answer is not automatically. Holding a KPD only guarantees you the right to a minimum 20% concession, but it does not automatically qualify you as a recipient of social assistance such as the Family Hope Program (PKH), basic necessities aid, or other social welfare cash assistance.

The provision of social assistance is governed by specific regulations that limit beneficiaries based on their economic decile ranking in the integrated database. Based on government decisions:

1. Social assistance (bansos) recipients are strictly limited to poor and vulnerable individuals or families falling into the Decile 1 to Decile 4 categories.
2. For persons with disabilities in Decile 5 to Decile 10 (middle to affluent economic categories), they are not eligible to receive social assistance, even if they actively hold a Virtual KPD.

Thus, KPD holders who are economically well-off can still utilize their digital card to save money through a 20% discount on various public services, but the allocation of cash social assistance funds remains prioritized for those most in economic need.

How to Check Your KPD Status and Decile Ranking Online

For those who wish to confirm whether their data has been entered into the National Single Social and Economic Data (DTSEN)—which is legally the latest nomenclature replacing the term DTKS—you can check it independently.

Easy steps to check through the official Kemensos portal:

1. Open the website cekbansos.kemensos.go.id via your mobile browser or computer.
2. Enter the applicant's National Identity Number (NIK) correctly.
3. Fill in the security verification code (captcha) displayed on the screen, then click the "Cari Data" (Search Data) button.
4. The system will display a table of search results containing your name (partially obscured for personal data protection).
5. Pay attention to the information columns displayed:
   • Kolom Peringkat Desil (Decile Ranking Column): Shows your family's economic welfare level in DTSEN.
   • Kolom Bansos & PBI (Social Assistance & PBI Column): Displays whether you are registered as an active social assistance recipient.
   • Kolom Status KPD (KPD Status Column): If it says "Ya" (Yes), it indicates your Virtual KPD is active and ready to be downloaded via the Cek Bansos Application on your phone. If it says "Tidak" (No), you must update your disability data at the sub-district office.

• Type of Disability (Physical, Intellectual, Mental, or Sensory).
